Save the Children is submitting a financing request to the next Strengthening Integrated Health Services Activity (SIHSA) in Sierra Leone, which is expected to be financed by USAID. The Activity will increase the management and governance of the Ministry of Health and Sanitation, both at the central and district levels, as well as the quality of family planning, maternity, neonatal, child, and adolescent health, as well as malaria services. It will also encourage the adoption of critical health behaviors.

The Senior Malaria Advisor (SMA) works under the direction of the Technical Director/Deputy Chief of Party (TD/DCOP) and assures the technical implementation of high impact, well-proven interventions that adhere to specified objectives and reporting specifications. In addition to ensuring that operations are technically and methodologically sound, the senior malaria advisor will assist in planning and designing a complete malaria control program in partnership with the project team and partners. QUALIFICATIONS

In order to fulfill the projected Delivering Learning for Out of School Children (OOSC) Project, Save the Children is looking for a MEAL Manager. To help out-of-school children enroll in formal and non-formal learning programs, the Ministry of Basic and Senior Secondary Education (MBSSE) is working in conjunction with the Qatar-based Education Above All (EAA) Foundation to launch a five-year program. The MBSSE will receive money from the World Bank as part of a program designed to offer efficient accelerated learning opportunities that enhance OOSC enrollment, retention, completion, learning outcomes, and transition. To co-implementate this initiative with MBSSE, an NGO Consortium led by Save the Children has been established.

The OOSC NGO Consortium Partners’ MEAL component will be led by the MEAL Manager, who will also ensure that a well-established, reliable MEAL system exists. His or her leadership will make sure that learning is included into program design along with quality and accountability criteria. The MEAL Manager will assist the project teams in strategically adapting activities and strategies to ensure the effectiveness and efficiency of programming and maximize the project’s positive effects by encouraging participation and contextual data analysis. The MEAL Manager will coordinate with technical teams to oversee the program, which will include both proposed quantitative and qualitative approaches, and will offer technical and field support for implementation of research, learning, monitoring, and evaluation activities, data analysis, and application of findings.

Technical Direction

  • Oversee the creation and implementation of the OOSC NGO system, ensuring the highest levels of accountability, monitoring, and assessment for all project components.

  • Technical assistance from the Consortium technical working group will be used to plan, design, and manage a baseline survey, midline survey, and end line evaluation throughout all 10 Target Districts in cooperation with the Chief of Party and Head of MEAL.
  • Develop and implement improvement strategies to strengthen OOSC programming and Non Formal Education (NFE) interventions in accordance with Key Performance Indicators based on the assessment’s findings.
  • Make certain that programming information and user comments are reliable, timely, and frequently used to guide programming decisions.
  • Assure that all evaluation/assessment reports adhere to Save the Children’s standards for quality, and encourage the incorporation of suggestions and lessons learned into project planning and future programming.
  • Work with the national MEAL team to standardize project monitoring methods, promote the sharing of lessons learned, and take full advantage of opportunities for capacity building.
  • Maintain the Save the Children MEAL culture by adding MEAL modules in PRIME in your project management methodology.

What You’ll Be Doing (Primary Tasks)

Required credentials

  • A bachelor’s degree in accounting, business administration, finance, or a related discipline is required, and graduate work is preferred.
  • A minimum of seven years’ worth of expertise managing the financial aspects of USAID-funded projects; thorough familiarity with USAID financial management guidelines.
  • a track record of creating donor financial reports and budgets.
  • Strong analytical, interpersonal, and leadership abilities; shown capacity for leadership and teamwork.
  • Working knowledge of coaching and mentoring colleagues to improve their financial skills.
  • excellent English communication skills, both written and spoken. Preferable is local language proficiency.
  • It is ideal if you are familiar with the political, social, and cultural landscape of Sierra Leone.
